Kryeziu: Constitutional deadline for constituting the Assembly has expired, September 9 is a political interpretation

Constitutional law professor Kadri Kryeziu told Kosovo Online that August 7 was the constitutional deadline for constituting the Assembly and that the deadline has expired, but also that the Constitutional Court should not rule on the matter.

Kryeziu said that the Assembly is considered constituted once its bodies are elected, namely the president and five deputy presidents, which means that the Assembly has not yet been constituted at this point.

Speaking about why the continuation of the constitutive session was scheduled for September 9 and how that date came about, the law professor said that it was a matter of “free and political interpretation.”

“The Assembly should be constituted and immediately afterwards dissolved, and the president should call new early elections,” he said.

Asked whether the Constitutional Court should also rule on this issue, our interviewee pointed out that the institution does not deal with matters that have already been decided.

“The Constitutional Court does not deal with concluded cases, that is, matters that have already been decided – res judicata,” Kryeziu said.
