Spahiu: Integration of healthcare and education is preparation for the creation of the CSM

Analyst Nexhmedin Spahiu says that the integration of healthcare and education is envisaged by the statute of the Community of Serb-Majority Municipalities, with a certain degree of autonomy for healthcare and education, and that he does not believe the Government of Kosovo will do anything that goes beyond that autonomy.

“I see this process as preparation for the creation of the Community of Serb-Majority Municipalities, especially if it is being carried out in agreement with the European Union, because they have in mind what is provided for in the CSM statute,” Spahiu said.

According to him, the proclamation of the Community of Serb-Majority Municipalities by the Government of Kosovo should take place at the same time as the opening of permanent diplomatic missions of Kosovo in Belgrade and of Serbia in Pristina.

“Raising the flag of the Community of Serb-Majority Municipalities in Serb-majority municipalities and raising the flag of Kosovo in Belgrade at Kosovo’s diplomatic mission should be an act that crowns the agreement reached in Brussels between President Vucic and Prime Minister Kurti. That is why I see this only as preparation for that,” Spahiu said.

He also stresses that the Government of Kosovo will not have the leeway to confront the international community over the manner of integrating healthcare and education, and that it is not in its interest for a conflict to arise over this issue.

“If we look at Albin Kurti’s actions over the past five years, it appeared that he was stubbornly pursuing certain moves, but in the end we see that they were ultimately agreed upon and calculated with the international community. The same was the case, for example, with the promise to open the bridge, when the international community was firm that he should not do so, and he did not. So I do not believe that in this case he will go beyond the established framework,” the analyst assessed.
