Achieving any agreement is good news, because it reduces tensions, said a Western Balkans expert Bodo Weber regarding the agreement on license plates that was reached in Brussels. He added that he hoped for the return of Serbs to the institutions, RTK reports.

Weber says that the details of the agreement are not yet known, but that it is most likely the same proposal that was negotiated two days ago.

He notes that this is a type of agreement that signifies the freezing of the Kosovo Government's decision to fine drivers from the north of Kosovo for not re-registering their vehicles to RKS plates. In return Serbia will no longer issue registration license plates with the initials of cities in Kosovo.

Weber said that he also hopes for the return of Serbs from the northern Kosovo to the institutions.

"It seems that the proposal that was on the table two days ago was reached, which was accepted by Serbia and which at the time included consent to the return of Serbs to the institutions of Kosovo, I assume that this is part of the agreement. I hope that there are no more tensions over bilateral issues, that the period of two years ago is behind us, when the dialogue was more or less reduced to Mr. Lajcak, with an emphasis on bilateral issues. We see that coexistence did not lead to a permanent solution to the issue of relations between Kosovo and Serbia, as well as to the issue of complete integration of Kosovo Serbs from the North to Kosovo society," Weber told for RTK2.

According to him, the focus will now be on negotiations on the final solution to the status dispute and the normalization of relations.

"We will see how long the negotiations will be conducted within the Franco-German plan, since Prime Minister Kurti is constantly talking about the fact that it is a comprehensive agreement, it is not a final agreement because it leaves for the next period the issue of Kosovo's recognition by Serbia," Weber said.

The expert on the Western Balkans also said that he hoped that within the framework of the French-German negotiations there would be renewed negotiations at the highest level. As he estimates, this will mean that Prime Minister Kurti and President Vucic are conducting negotiations on essential issues.
