Political analyst Artan Alijaj says that since February, Kosovo’s caretaker government has adopted numerous decisions, many of which were political and connected to the election campaign, although he is not entirely certain whether they were legal or not.

According to Alijaj, certain decisions had to be taken, and a functioning government was needed to adopt them.

“There has been much debate about whether these decisions were legal or not. I believe that, in most cases, they were political decisions—especially the payment of 100 euros to students and some other measures related to Kosovo’s new budget—and that they were directly connected to the campaign. I assume this was an attempt to show that the Government cares about students, and—as many people accused Kurti—also a form of indirect vote buying,” Alijaj told Kosovo Online.

However, he added that what is important is that people received the money, and the electoral process may not have been affected at all.
