Baraliu: The Resolution adopted in the European Parliament is serious; calls for stabilization and a return to dialogue
Professor of Constitutional Law at the University of Pristina, Mazllum Baraliu, stated to Kosovo Online that the Resolution on the dialogue between Serbia and Kosovo and the situation in the northern municipalities of Kosovo, which had been adopted today in the European Parliament, came from a very serious institution of the European Union and should, therefore, be taken seriously.
"The goodwill of this institution of the European Union is an invitation for both sides to do what is current and a priority to stabilize the security situation, primarily, and then for both sides to return to the dialogue. However, whether what is called for in the Resolution will reflect on the actual situation on the ground, I am not convinced," Baraliu said.
He emphasizes that European Parliament resolutions are not binding but have an influence.
"Without diminishing other European Union institutions, which, in my opinion, are in a permanent crisis, the European Parliament is the most authoritative and influential. It should be trusted because it always solves principled matters or proposes solutions. So I believe that the influence of the European Parliament is significant, and this should be an opportunity for Kosovo and Serbia, as well as the Balkans in general, to be taken seriously. There are other channels through other EU institutions and representatives of countries who are also in the Parliament to exert influence, positively or negatively, depending on the merits or the behavior of Kosovo and Serbia towards the dialogue process and integration. So, it is influential in a political sense," Baraliu concluded.
