Caplan : Pristina holds the keys to de-escalating the situation in the north
Oxford University professor Richard Caplan explained that, if the EU and USA's treatment of Kosovo seems harsher than that of Serbia due to the current crisis, it is because Pristina is considered to hold the key to de-escalating tensions in the north, reports Teve 1.
"The measures of the EU and the US may seem unbalanced. There is no doubt that they are more punitive for Kosovo than for Serbia, but it is important to understand that the EU and the US have not singled out Pristina as the only one responsible for the current crisis. Belgrade has also been criticized for inciting tensions. However, if Pristina is being treated more harshly, this is partly because it is considered to hold the key to de-escalating tensions in the north," Caplan said.
Caplan sees another danger that may come to Kosovo as a result of the formation of the Community of Serb-majority Municipalities.
"If the dialogue between Kosovo and Serbia mediated by the EU is unbalanced, that is a much bigger issue. The focus was on Kurti's refusal to agree to the implementation of the provisions of the Brussels Agreement on the formation of the Community of Serb-majority Municipalities. However, it is important to keep in mind that there are some provisions in agreements that Serbia, on its part, has not implemented. Moreover, as long as Serbia continues to support parallel structures in Kosovo, there is a risk that the Community will become another instrument of excessive influence of Belgrade in Kosovo," he added.
