Drecun: Further continuation of the talks is possible only if the CSM is formed

The President of the Parliamentary Committee for Kosovo and Metohija, Milovan Drecun, assessed today that Western officials did not want to hear Belgrade's views or maybe they heard them, but did not respect them at all, and pointed out that the Franco-German plan had entered the 'take it or leave it' phase and in the future opened Kosovo's path to NATO.

A new round of high-level dialogue between Belgrade and Pristina is scheduled for February 27 in Brussels.

The President of Serbia, Aleksandar Vucic, spoke with Borrell in Munich about the preparations for potential talks with Albin Kurti, and then he emphasized that the formation of the Community of Serb-majority Municipalities had to be discussed.

Drecun points out to Pink that further continuation of the talks is only possible if the CSM is formed.

"If it has been clearly stated from our side that without the formation of the Community of Serb-majority Municipalities, the dialogue cannot continue, the Franco-German, i.e. European plan cannot be discussed. How then is it possible that Mr. Borrell is calling a summit meeting now, that would be possible if there was a draft of the CSSSM statute on the table because those are the procedures provided for in the Brussels Agreement," Drecun says, adding that we do not have such a situation here.

As he stated, Pristina had set some of its own conditions for the formation of the CSM, which were absolutely unacceptable.

"Lajcak did not deign to invite people from the management team to present to him the draft of the statute that they made, it seems to me that there will be talks here that will primarily aim at the two parties agreeing and perhaps agreeing on some minor corrections regarding the European plan and that an integral part of those talks should be self-government for the Serbs, that is, the CSM," Drecun says.

He said that when they analyzed the statements of European and American officials and what Albin Kurti himself said, then they had come to the conclusion that the European plan had entered the stage when it was on the table according to the “take it or leave it” principle.

"There is no more room for maneuver or room for any fundamental changes to that plan. The basic version appeared in September of last year, remarks were made by Belgrade, Pristina expressed its views, and there were some corrections at the end of the year, but now Kurti himself is saying that he was told on a “take it or leave it” basis that he should not confront the western countries behind the fake state of Kosovo. When you look at the statements of American officials, they say that now they only need to implement an agreement that has not even been adopted yet, that is the European plan. They seem to think that the matter is over, and whoever refuses will face the consequences," Drecun says.

Drecun says that based on that plan, a basic agreement is first reached that talks about principles, which would mean that Belgrade should treat Kosovo as an international legal entity and treat it as some kind of state.

Then, he added, there had been talk of the need to discuss the self-government of the Serbs in Kosovo and Metohija and to implement what had already been agreed upon earlier.

As he stated, in the third phase, a legally binding agreement should be reached, which would probably include Belgrade's consent for Kosovo's membership in the UN.

Drecun says that it seems to him that at this stage, through the European plan, they want to pave the way for membership in Euro-Atlantic integration, primarily in NATO.
