Hasani: Government has an obligation to establish the CSM, they took over that responsibility

Former President of the Constitutional Court, Enver Hasani, said that when the people who were in power took over their duties, they also took over the obligation to establish the CSM, as reported by Reporteri.

"These are the responsibilities that these people have taken over. The government must perform its constitutional functions. You have the responsibility based on the votes – that's how it's always been, how it should be, and how it will be," Hasani said.

According to Hasani, he is more interested in the answer to the question of how Kosovo can function in that case.

"My biggest problem is how can Kosovo function on the entire state territory with autonomy and the CSM. I repeat, apart from what is written that must be implemented in the old agreements, no provision is self-executing. In other words, the law needs to be implemented, it must be the constitutional norm and you cannot establish autonomy, because the Constitution emphasizes the unitary character of the country. You cannot have a form of autonomy without changing the Constitution," Hasani added.
