PDK withdraws Citaku’s candidacy for Assembly Deputy Speaker pending Constitutional Court ruling

The Democratic Party of Kosovo has announced that it is temporarily withdrawing Vlora Citaku’s candidacy for Deputy Speaker of the Kosovo Assembly pending a ruling by the Constitutional Court on the situation surrounding the constitution of the Assembly.

In a letter addressed to the Assembly Speaker and signed by PDK parliamentary group leader Arian Tahiri, the party said the decision had been taken due to the continuous and repeated violation of constitutional obligations concerning the constitution of the Assembly.

The PDK cited Article 66 of the Constitution and the Constitutional Court’s judgment in Case KO 124/25, stating that the process of constituting the Assembly should have been completed within the constitutionally prescribed deadline.

According to Tahiri, the PDK participated in the sessions on September 9 and 11, despite the expiration of the constitutional deadline, with the aim of contributing to the completion of the constitutive process.

“However, this willingness was not utilized,” the letter states, with the PDK claiming that new obstacles had been created and that procedural and political issues had been used to delay the process.

The PDK announced that it would refer the matter to the Constitutional Court, requesting an “assessment and constitutional clarification of the situation that has arisen.”

Pending the Constitutional Court’s decision, the PDK has decided not to participate in the continuation of the process and to suspend Citaku’s candidacy.

However, the PDK stressed that this did not mean relinquishing the position of Deputy Speaker of the Assembly to which it is entitled.

“The withdrawal of the current candidacy does not mean that the Democratic Party of Kosovo is relinquishing the position of Deputy Speaker of the Assembly to which it is entitled, nor that it refuses to nominate its candidate for that position,” the letter states.

The PDK announced that, following the Constitutional Court’s ruling, it would return to the Assembly and proceed in accordance with the Court’s decision.
