Behrami: Easing measures for Serbs through the Law on Foreigners a prelude to talks on the Community and SOC rights

A member of the Democratic Party of Kosovo, Artan Behrami, stated that the agreement on the implementation of the Law on Foreigners and vehicles has enabled Serbia to initiate renewed negotiations on the Ahtisaari Plan, assessing that this has also opened space for further talks on the Community of Serb Municipalities and additional rights for the Serbian Orthodox Church.

According to him, the concessions by the Government came after negotiations conducted far from the public eye, which, he says, makes the entire compromise even more suspicious, as reported by Front Online.

“These concessions by Kurti’s Government came after secret, concealed negotiations, far from the public eye. The lack of transparency makes this compromise even more suspicious,” Behrami said.

He claims that while government representatives publicly present themselves as tough toward the Serb List and speak about sovereignty, in the background, agreements are being negotiated which he considers harmful to Kosovo’s interests.

“While Albin Kurti was secretly negotiating the legalization of Serbian criminal structures, Dejona was on the surface simulating a ‘fight’ against the Serb List in the CEC and the Kosovo parliament. So whenever you hear them from Self-Determination talk about sovereignty, the Serb List and Milan Radoicic, behind the backs of Kosovo’s citizens, they are negotiating future compromises,” he said.

Commenting on the European Union assessment of creating a “new momentum” in the dialogue between Belgrade and Pristina, Behrami believes that this development benefits Serbia.

“With this agreement, Serbia has managed to officially initiate the renegotiation of the Ahtisaari package. Kurti has already allowed its renegotiation, and now a new momentum has been created for Serbia to continue negotiations in other areas as well, such as the Community and additional rights for the Serbian Orthodox Church,” Behrami said.

According to him, Kurti has shown himself to be very weak in the dialogue, which, he says, was also confirmed by the acceptance of the Ohrid Agreement, which, in his view, grants territorial autonomy to Serbs in the north and strengthens the extraterritoriality of Serbian churches.
