European Commission: Kosovo’s progress slowed in 2025 due to political stalemate

The European Commission told Kosovo Online that the 2025 Enlargement Report for Kosovo showed a slowdown in progress due to the internal situation and political stalemate, but that the European Union is ready to cooperate with the Kosovo authorities and continue to support Kosovo on its European path.

“The 2025 Enlargement Report for Kosovo clearly shows that progress in EU-related reforms has slowed over the past 12 months, primarily due to divisions on the domestic political scene, a slowdown in legislative activities ahead of the February elections, as well as a prolonged political stalemate afterward,” a spokesperson for the European Commission said.

She added that the EC expects the swift formation of institutions and a return to reforms, emphasizing that the priority should be the implementation of the Growth Plan and related agreements worth up to 882 million euros.

“The EU is ready to cooperate with the Kosovo authorities and continue to support Kosovo on its path toward the European Union,” the European Commission spokesperson told our portal.

At the same time, she noted that the continuation of high-level dialogue will be possible once the conditions are met, adding that High Representative Kaja Kallas will convene such a meeting when circumstances allow.
