Maliqi on the European plan: Kosovo agrees with the idea of Serbia not recognizing independence
Analyzing yesterday's meeting in Brussels, political analyst Agon Maliqi said that there was no dilemma about whether the CSM would be formed, but when it would be done, adding that by accepting the European plan, Kosovo agreed with the idea that Serbia should not recognize independence.
He stated on Facebook that both parties had agreed on the main text, but not on the plan for its implementation.
"The parties reached an agreement on the main text but not on the implementation plan, which, according to Borrell, will be clarified next month. The question here is not whether or not the CSM will be formed, but when it will be formed. Serbia sees it as the first step toward unblocking; Kosovo will almost certainly condition future agreements. Similar to the principle of preliminary governments – there is no agreement on anything until an agreement on everything is reached "Maliqi explains.
He adds that there are many ambiguities in the document.
"At the beginning of the text, Kosovo accepts the second footnote or prolongs the life of the first one, because it talks about the parties reaching an agreement without taking into account opinions on basic issues, including those on status. Therefore, Kosovo agrees with the idea that Serbia should not recognize it," Maliqi adds.
He emphasizes that some points of the document do not provide guarantees and depend on the willingness of friendly countries to help Kosovo.
"Serbia promises (Article 4) that it will not interfere with Kosovo's membership in any international organization. The point is that nothing prevents Russia and China from doing this work for Serbia at the UN, nor five countries in Europe from continuing to block membership in NATO and the EU. Instead of putting diplomatic energy into this issue, Kosovo decides to waste a loan on friendly countries with adventures in the north," Maliqi states, among other things.
