Pavkovic: I do not believe that Self-Determination would be willing to hand all ministries over to experts

The Director of Strategy at the Center for European Policies in Belgrade, Milos Pavkovic, says that a technocratic government without political figures, led by the designated nominee Glauk Konjufca, could be a way out of the political crisis, but that the chances of such an outcome are slim.

Pavkovic points out that it is questionable whether Self-Determination is prepared to hand over all ministerial posts to experts.

“It seems to me that at this moment that is absolutely impossible, especially considering Albin Kurti’s ego and self-confidence. Second, it also does not seem to me that the opposition is prepared to support such a government. I believe there would always be doubts about who would select the experts, who assesses whether someone is an expert or not, how the list of ministers would be harmonized... There is a lot of room for disagreement between the opposition parties and Self-Determination,” Pavkovic told Kosovo Online.

He adds that if we take into account that the opposition parties were unable to reach an agreement on forming a government even though they had the necessary numbers on paper, then the chances that they would vote for a technocratic government are even lower.

Our interlocutor notes that technocratic governments are possible in theory, but in practice they occur very rarely.

“Even when they do occur, it is usually for public relations, and in essence very few governments are truly technocratic. This could be branded as a way out of the current political crisis, a government with a limited mandate, but essentially I think political parties would not be willing to vote for such a government regardless of the fact that they hide behind the desire to resolve the crisis,” Pavkovic concludes.

Former LDK MP and member of the Board of Directors of the Albanian American Civic League Faton Bislimi recently stated that Glauk Konjufca has “a historic opportunity to prove that the state stands above the party” by offering a non-partisan government with competent, honest and nationally proven individuals.
