The President of the Assembly, Glauk Konjufca, stated that Kosovo is not obliged to form the Community of Serb Municipalities if Serbia does not recognize Kosovo's independence, as reported by Ekonomia Online.

He made this statement while commenting on the statement of US Special Envoy Gabriel Escobar that the US expects a proposal from the Kosovo Government for the CSM before the meeting in Brussels on May 2, when Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic will meet.

"I think that the agreement was built on two tracks: the first track is the de facto recognition by Serbia, while the second track is the Community that was accepted by the previous Kosovo governments and the previous majority in 2013," Konjufca said.

Konjufca also emphasized that he did not believe any new version of the CSM would be accepted on May 2.

"A management team has been formed that has already proposed how the CSM should look; that offer was not accepted, and now I will make another one. I do not rule out the possibility that this second proposal will not work either, given the composition of this management team, which includes Serbian MPs, which is unacceptable to Kosovo. I think if they offer a draft that is in line with Serbia's interests, it is best for Kosovo to dismiss this management team," he concluded.

The US Special Envoy for the Western Balkans, Gabriel Escobar, stated that he expected the Kosovo Government to have a proposal for the CSM by May 2, when the leaders of Kosovo and Serbia were expected to meet in Brussels.
