Milicevic: It is necessary to establish a modality in order for the Serbs to feel safe - the foundation of which is the formation of the CSM
In front of the non-governmental organization Aktiv from the north of Kosovo, Miodrag Milicevic said today that it was necessary to solve the issue of protecting the Serbian community in Kosovo without any exception, in order to bring about any normalization of relations between Belgrade and Pristina and the signing of any agreement.
He said this at the panel "The Franco-German proposal, what can we expect", which was held today in Belgrade in the organization of the National Convention on the EU, the Institute for Territorial Economic Development, and the project of the German Marshall Fund BTD.
Milicevic pointed out that the Franco-German agreement was unknown to everyone.
"The enigma is what the agreement is about and it is a big unknown for both the Serbs and Albanians," Milicevic said.
He assessed as very negative the fact that none of the Serbs in Kosovo had seen the content of the agreement, on the basis of which a debate or public discussion would be opened in order to reach conclusions about what is in the interest of the Serbs.
Milicevic believes that the "thunderous silence on the part of the Serb List" should not be an obstacle to dialogue on the agreement on the ground itself.
"For now, there is no initiative that would start such a conversation, that is, a series of dialogues that would lead to something that would represent the interest of the Serbian community," Milicevic said.
He referred to the series of attacks that have taken place in recent months and emphasized that the key problem in Kosovo was that the Serbs are completely unprotected, on the one hand, while on the other hand, they were under enormous pressure.
"The biggest problem is the cyclical occurrence of inter-ethnic incidents without any punishment," Milicevic points out.
He believes that it is necessary to establish a modality in order for the Serbs to feel safe, the basis of which is the formation of the CSM, which will be followed by the return of the Serbs to the institutions.
He also said that at the moment no one really knew what the EU-proposed CSM could look like.
Also, Milicevic said that for the normalization of the situation in Kosovo, it is necessary to influence Kosovo Prime Minister, Albin Kurti, in order to change the narrative towards the local Serbs, but also towards Belgrade.
From the Center for Social Dialogue and Regional Initiatives, Dusan Milenkovic believes that the majority of public opinion in Serbia rejects the recognition of Kosovo.
"The majority of public opinion in Serbia is against the recognition of Kosovo, but also any compromise that does not even include recognition," he pointed out.
Nikola Burazer from the Center for Contemporary Politics assesses that the leaders of Belgrade and Pristina have been pursuing the same policies for years and that now the European proposal is faced with a fait accompli because they do not know how to explain to their voters the policy changes that they must agree to.
Sofija Todorovic from the Youth Initiative for Human Rights said that her association supported the Franco-German plan.
"Any kind of agreement that we reach can be a brick in the wall of peace," she said.
